ALLENTOWN, Pa. -  Democratic House candidate Enid Santiago filed the complaint that prompted Wednesday’s hearing. The community activist lost to incumbent Pete Schweyer by just 55 votes.

Steve Masters represents Santiago.

"We have a great victory today. This is going to one of many victories that we believed will be happening over the course of the next few weeks," said Masters.

The case now goes to the Lehigh County District Attorney and the state Attorney General for criminal investigation.

And Masters says there may be more to come.

"There's other legal options that we're exploring, but we're not going to get into them in public. But yes, this is not the only card in the deck, we're going to play with."

Santiago had accused 3rd Ward judge of elections Erika Bickford of filling in blank ballots at the voting precinct in the county government center.
