NORTH WHITEHALL TWP., Pa. — North Whitehall Township supervisors voted Monday to approve plans for a 20-unit apartment complex on Quarry Street.

The board unanimously granted final land development approval for the project, called Coplay Apartments, set for three undeveloped acres at 2260 Quarry St.

Plans are for two low-rise buildings at the site holding 10 apartments each, along with parking for 50 vehicles.

Developer Westeros LLC plans to build two low-rise buildings at the site holding 10 apartments each, along with parking for 50 vehicles.

Because the land lies in North Whitehall village residential district, the project is allowed by right. Township zoning officials previously determined the proposed design complies with rules.

North Whitehall’s planning commission voted unanimously in May to recommend approving the plans. The proposal hasn’t changed much since its initial submission in April 2023, according to township officials.

Westeros LLC and its consultants have gotten all the permits they need to break ground, said Philip Albright, an engineer with Lehigh Engineering Associates working on the project.

Albright said he is not sure when construction will begin.
